T.B. Harris, Jr. & Associates has been engaged in providing services for clients involved in pending and on-going litigation concerning environmental issues. Thomas B. Harris, Jr. MAI, CRE, has attended local, state, and federal court hearings and has qualified as an expert witness in a number of courts and commissions.

Mr. Harris has provided consultation and/or appraisal services for several environmental client issues, including the following:

  • Private property claim, representing the Defendant in a major oil spill case in the St. Johns River, Jacksonville, Florida. Client, insurance club/law firm representing the responsible party.
  • Consultation services regarding diminution in value, if any, caused by required clean up, representing landlord’s legal counsel, landlord/tenant costs.
  • Providing consultation arbitration expertise for a South Carolina property owner (responsible party) in an effort to effectively minimize their costs.
  • Private consultant for responsible party involving the Tampa Bay oil spill of 1993.
  • Mr. Harris has attended the seminar “Environmental Risk in the Real Estate Appraisal Process” by the Appraisal Institute, and is an approved instructor for this seminar.
  • Appraisals for conservation easement acquisitions.
  • Prepared market study for properties related to specific environmental conditions.
